Before any list is built, your ICP needs to be expressed as criteria a researcher can check against public data. Useful SaaS ICP filters include:

  • Company size — headcount bands, which correlate loosely with team structure and buying process
  • Geography — country, region, or city footprint
  • Funding stage and funding date — a seed-stage company has a very different research profile from a Series C
  • Employee growth — net headcount change over 6–12 months as a growth signal
  • Hiring activity — open roles, especially in sales, marketing, and product
  • Technologies used — CRM, marketing automation, data stack, and infrastructure choices
  • ARR or revenue where researchable — public filings, funding rounds, and press disclosures
  • Expansion signals — new offices, new markets, recent leadership hires

The point of criteria is match, not judgment. A company that matches your filters is a criteria-matched account — not a company you have proven needs your product.

Growth Signals That Make a Company Researchable

For SaaS sellers, timing usually matters more than fit. These signals are public and checkable:

  • Recent funding — a fresh round often funds new sales capacity. Funding date and stage are researchable via funding databases and press releases.
  • Sales hiring — open sales rep, SDR, and sales leadership roles are a direct signal that a company is building outbound capacity.
  • Employee growth — steady headcount growth over several quarters suggests expansion budgets.
  • New leadership — a new VP of Sales, CRO, or Head of Growth often inherits a pipeline problem and is reachable before they've rebuilt their vendor list.
  • Marketing hiring — growth-stage companies hiring marketing roles are often investing in demand generation.

These are research signals. They say "this company is expanding in ways worth investigating," not "this company is ready to buy."

The Decision Makers SaaS Teams Want to Reach

For most SaaS outbound, the shortlist looks like:

  • VP Sales / Head of Sales / CRO — accountable for revenue and usually the first stop for sales tooling
  • VP Marketing / Head of Growth — owns demand generation, ABM, and the tech stack that powers it
